Electric Lightwave Implements Digiquant's Internet Management System To Provide Flexible Billing Options and Greater Network Stability For Businesses

   Backbone Provider to Enhance and Extend Its RSVP Dial-Up Internet Access
                   Service to Businesses Across the Country

    VANCOUVER, Wash., Jan. 3 /PRNewswire/ --
Electric Lightwave Inc., (Nasdaq: ELIX) a broadband integrated communications
provider, today announced the implementation of Digiquant's (formerly Belle
Systems) Internet Management System (IMS) to enhance Electric Lightwave's
Remote Systems Virtual Portal(SM) (RSVP) dial-up Internet access service
nationwide.
    A global provider of service management, billing, and customer care
solutions for telecommunications companies and next-generation service
providers, Digiquant's IMS platform expands Electric Lightwave's existing
number of ports, extending its coverage to more geographic areas.  IMS also
gives Electric Lightwave the ability to offer static IP addressing for its
customers, allowing Electric Lightwave's customers to provide a
custom-tailored Internet experience for their end-users.
