RICHMOND, Va., Jan. 8 /PRNewswire/ -- The Federal Reserve Bank of Richmond
announces the following officer promotions effective Jan. 1, 2004.
Richmond Office
Claudia MacSwain was promoted to senior vice president with
responsibilities for the Financial Management Group and Richmond's Bank
Security, Executive Support, and Food Services departments.
MacSwain is a native of Richmond, Va. She received a bachelor of science
degree in business education from Longwood College in Farmville, Va., as well
as an accounting degree and master's degree in business administration from
Virginia Commonwealth University in Richmond, Va. She is a certified public
accountant. MacSwain joined the Bank's audit staff in 1981 and transferred to
the budget and control department in 1984. She was named Financial Planning
Officer in 1995, assistant vice president of the Financial Planning Department
in 1997, and vice president in 2000. Areas of responsibility have included
the Bank's annual budgeting and financial planning functions and corporate
support for the Bank's strategic planning process.
Howard Goldfine was promoted to vice president with responsibilities for
the Financial Management Group. Goldfine joined the Bank's EFT Product Office
as a planning analyst in 1983. He was promoted to ACH manager in 1985,
electronic payments manager in 1988, and was designated planning manager in
1990. He was promoted to business development and planning officer in 1995,
appointed operations officer of the Retail Payments Department in 1995, and
named assistant vice president in 1997.
A native of Valley Stream, N.Y., Goldfine received a bachelor of arts in
economics and math from the State University of New York, Binghamton, N.Y.,
and a master's degree in business administration from the University of
Virginia's Colgate Darden Graduate School of Business Administration in
Charlottesville, Va. in 1983.
Charlotte Office
Ron Holton was promoted to assistant vice president, Business Development
in the Charlotte Office. Holton joined the Bank's check services function in
the Baltimore Office in 1974. He transferred to the business development
department at the Charlotte Office in 1996 and became a senior manager in
1999. A native of Baltimore, Md., Holton attended Essex Community College and
is a graduate of the Maryland Banking School.
Tommy Ray was promoted to assistant vice president, Charlotte Check
Operations. Ray joined the Bank's check collection function in 1968. He was
named assistant manager (night) in 1979, check processing manager in 1989, and
check payments manager in 1991. Ray earned a bachelor of science degree in
business administration from the University of North Carolina at Charlotte in
North Carolina. He is a graduate of the South Carolina Bankers School and the
Graduate Banking School of the South, Louisiana State University.
Also, Terry Wright of the Federal Reserve Bank of Atlanta has joined the
Federal Reserve Bank of Richmond as assistant vice president for check
operations in the Baltimore and Charlotte Offices. Wright temporarily will be
based in the Baltimore Office and then will relocate to the Charlotte Office.
The Federal Reserve Bank of Richmond is one of 12 District Reserve Banks
that together with the Board of Governors in Washington, D.C., make up the
Federal Reserve System. The Richmond Fed serves the Fifth Federal Reserve
District, which encompasses the District of Columbia, Maryland, North
Carolina, South Carolina, Virginia and most of West Virginia.
