MARLBORO, Mass., Jan. 15 /PRNewswire/ -- Raytheon's Standard Terminal
Automation Replacement System (STARS) has been selected as one of the "U.S.
Government's Top 5 Quality Software Projects" as judged by Cross Talk, the
Journal of Defense Software Engineering. The award was presented to the
Federal Aviation Administrations' s Terminal Business System STARS Product
Team (ATB-230).
Reviewers from the Software Technology Support Center at Hill Air Force
Base, Utah, used customer value, performance, and technical value as the main
evaluation criteria in selecting the winners from 87 nominations.
"STARS is literally an application with life and death implications," said
Capers Jones, one of the Top 5 Quality Software Project judges. "Therefore
extraordinary quality control was essential. The STARS project went beyond
conventional quality steps and included some innovative methods for improving
human factors and making the system easier to learn and use by air traffic
controllers."
"Innovations in development included aggressive use of cost, schedule and
performance metrics and the involvement of air traffic controllers throughout
development," said Jack Ferguson, a Top 5 judge.
"Our continuous collaboration and cooperation with our STARS program
partners, the FAA and DoD, have led to an extremely successful program
development," said Bob Eckel, Raytheon's Vice President for Air Traffic
Management Systems. "This award highlights the fact that Raytheon's proven
processes for product and project development combined with recognized
engineering practices such as CMM Level 3 software development, ISO Standards
9001/9003 and Raytheon Six Sigma are key to program success."
STARS is a joint procurement managed by the FAA for both FAA and DoD air
traffic control facilities. Raytheon is under contract to develop and install
up to 191 STARS systems for the FAA and 140 systems for the DoD over the next
decade.

approach and departure control for commercial, military and private aircraft.
