Cingular Completes 2006 Enhancements on Louisiana State University Campus

      New Cell Sites Boost Coverage and High-Speed Network Brings New
                          Functionality on Campus

    BATON ROUGE, La., Feb. 1 /PRNewswire/ -- Cingular Wireless, the
nation's largest wireless carrier and now part of the new AT&T, announced
today that it has completed enhancements on the campus of Louisiana State
University, part of the company's nearly $165 million investment in
improving and expanding services in Louisiana in 2006.
    Specific Enhancements Include:
    * Two new cell sites added in December for increased in-building coverage
      and overall network capacity
        - Middleton Library
        - Life Sciences Building
    * High-speed network launched October 2006
        - Wireless data speeds average between 400-700 kbps (kilobits per
          second)
    The two sites added in December increased the number of channels by 74,
boosted overall network capacity by 38%, and increased in-building coverage
specifically in the Quadrangle, Music Building, Student Union, Chopin Hall,
and the Howe Russell Geosciences Complex.

services offered to the campus since our students and faculty rely on

    "Students and faculty can now use their wireless service in more places
on campus with the additional coverage and capacity which is especially
critical in the places like the Student Union where they congregate," said
Mike Stephens, director of network services for AT&T's wireless operations
in Louisiana. "The expansion combined with the launch of our high-speed
wireless service in Baton Rouge, gives customers quicker e-mail access,
faster internet browsing capabilities or ability to watch video clips while
on-the-go."
    AT&T's new 3G (third generation) service is based on High-Speed Data
Packet Access (HSDPA) technology. The 3G network is the first widely
available service in the world to use HSDPA. The 3G network allows
high-speed access to cell phones designed for the higher speed, as well as
the processing of wireless data over high-speed-capable phones or on a
laptop.
    The 3G network allows customers to download at average data speeds
between 400-700 kbps on the downlink, with bursts to more than one megabit
per second. Nationwide, the 3G service is available in more than 165
markets.
