AT&T Delivers Powerful Wireless Network Enhancements in Wisconsin

 Nation's Largest Wireless Carrier, Cingular, now the new AT&T Invests More
               than $100 Million in Enhancing Network in 2006

    MILWAUKEE, Feb. 7 /PRNewswire/ -- Cingular, now the new AT&T, announced
today the addition of 41 new cell sites as part of its $100 million
investment last year to extend coverage and enhance the quality of service
for customers in Wisconsin. The company is delivering on network
enhancements with the addition of more new cell sites in Wisconsin
including the recent launch of its high-speed 3G service in the Milwaukee
area.
    In 2005, the company invested over $70 million on its network in
Wisconsin, adding coverage and capacity via new cell sites, portable
generators and back-up batteries, and by rolling out new data features.
This local investment was part of Cingular's estimated $13 billion national
network capital expenditure program during the past two years.
    As a result, Cingular's ALLOVER network* - the largest digital voice
and data network - has grown bigger, better and more powerful in Wisconsin.
    *The ALLOVER network covers more than 270 million people. Coverage not
    available in all areas.

    Wisconsin Cell Sites
    Cingular is offering enhanced coverage throughout the State of
Wisconsin. 2006 cell site additions include the following locations:
    Appleton, Brooklyn, Chilton, Deerfield, DePere, Fond Du Lac, Glenmore,
Green Bay, Kaukauna, Kenosha, La Crosse, Lowell, Madison, Malone,
Milwaukee, Morrisson, Muskego, Oshkosh, Pittsfield, Portage, Stevens Point,
Sun Prairie, Valders, and Wisconsin Rapids.
    Plus, Cingular is offering enhanced coverage in and around the following
areas:

                      should greatly improve performance in this area along
                      with the heavily traveled I-43 interstate 1.5 miles to
                      the northwest.
    Oshkosh, WI       To expand and improve coverage to the west of Oshkosh

    Oshkosh, WI       To fill I coverage along Hwy 41.  This will improve
                      the coverage on the EAA fair grounds.
