Electric Lightwave Donates $15,000 to the National Court Appointed Special Advocate Organization

          Donates 4,000 Prepaid Phone Cards to Non-Profit Volunteers

    VANCOUVER, Wash., Feb. 16, /PRNewswire/ -- Electric Lightwave Inc.
(Nasdaq: ELIX) is extending a hand to dedicated community volunteers through a
donation of $15,000, in the form of prepaid phone cards, to the Court
Appointed Special Advocate (CASA) organization, a national non-profit advocacy
group serving abused and neglected children.
    Electric Lightwave will donate approximately 4,000 30-minute prepaid phone
cards to CASA volunteers in Seattle, Spokane, Wash., Sacramento, Calif.,
Phoenix, Salt Lake City, Boise, Idaho and Portland, Ore.
    "We are so pleased that Electric Lightwave has filled a need for our
unpaid volunteers," said Michael Piraino, chief executive officer of CASA.
"This donation of prepaid cards will offset the costs our volunteers incur
when making long distance calls on behalf of these children."
    CASA volunteers are appointed by judges to be the voice for children in
abuse and neglect cases. Empowered by the courts, these trained volunteers
donate their time to look after the best interests of these children. In their
efforts to provide assistance, volunteers periodically make long distance
calls to various agencies to gather information and identify needed resources.
