measuring a partner's proficiency in resource adapter development and

operating a state-of-the-art lab and development facilities; running the
latest version of Xellerate, adhering to software development best practices;
demonstrating availability of instances for specific target resources; and
maintaining personnel with Xellerate deployment and Adapter Factory
