BIO-key International Achieves INCITS 378-2004 Conformance Certification

    SAN JOSE, Calif., Feb. 16 /PRNewswire-FirstCall/ -- BIO-key International
Inc. (OTC Bulletin Board: BKYI), a leader in finger-based biometric
identification and wireless public safety solutions, announced today at the
RSA conference that third party testing of BIO-key's support for the INCITS
378-2004 Minutiae based template for biometric authentication has been
successfully completed.  INCITS (the International Committee for Information
Technology Standards), the recognized international standards organization,
developed INCITS 378-2004 to support data interchange of biometric minutiae
between various vendors.  INCITS 378-2004, the de-facto standard for US
government biometric security initiatives, has been adopted by ANSI (The
American National Standards Institute) and is designed for use on smart cards
and related media.

    Conformance to the INCITS 378 standard is crucial for government
initiatives such as the TWIC program and FIPS201 that support of the Homeland
Security Presidential Directive 12 (HSPD12).  In addition, ANSI/INCITS 378 is
already a component of the specification for the DHS TSA Transportation
Workers Identification Credential and is being used as the basis for the
National Institute of Standards and Technology's ongoing MINEX04 testing.

    Conformance testing of INCITS 378 was completed by Bion Biometrics in
Ottawa Canada, under the direction of Dr. John Campbell.  The conformance
testing assures that the data format of the records meets the standard.  While
not as accurate as BIO-key's proprietary template format, the INCITS 378
standard defines a template that can be adapted in a wide range of logical and
physical access applications for both commercial and government initiatives.

tests all currently available Level 1 and Level 2 conformance assertions for a
variety of standards.  By submitting its templates for independent review and

interoperability it is certainly an important first step and BIO-key has now
joined a limited number of companies that have had their INCITS 378-2004
templates independently tested for conformance."
