Technology Council of Maryland Announces 2004 Frederick County Award Winners

    ROCKVILLE, Md., Feb. 20 /PRNewswire/ -- Technology Council of Maryland
(TCM) is proud to announce its Frederick County Awards Celebration 2004
Winners. The products and leaders were recognized Wednesday evening at the
Holiday Inn and Conference Center where over 170 technology and political
leaders attended.
    The vision of the Council has been to reach out to counties and
organizations throughout the State that have a high concentration of
technology companies and with the support of TCM, establish and empower these
localities and organizations to address their own specific needs and to drive
the continued growth of the technology industry within their region and in
turn, the State of Maryland.
    "The growth of the Frederick County Network and success of this evenings
event tells me that our vision is working here in Frederick County and that
the possibilities are endless," stated Dyan Brasington, President of TCM.

    The winners of the evening were:
    Biotechnology Product of the Year: Orally Disintegrating Dosage Forms,
Capricorn Pharma, Inc.
    Capricorn Pharma, Inc. (CPI) a four years old Oral Drug Delivery Systems
company, has three technology platforms including Oral Disintegrating Dosage
(ODD) forms.  Most medicines have unpleasant bitter taste. Capricorn Pharma
has developed various processes to mask the taste of the drug itself before it
is formed into a tablet or other dosage form. CPI also designed these dosage
forms to dissolve in the mouth itself, there giving a quicker relief to the
patient.

    Executive of the Year: Terry Irgens, President, DynPort Vaccine Company
    Terry Irgens provides overall direction for the successful management of
multi-year contracts for the development and delivery of FDA -- approved
biological defense vaccines to the U.S. government.
    Since Mr. Irgens became President of DVC in 2000, revenues have risen over
100%, and the company has doubled its client base by adding additional federal
government contracts and grants.
    DVC employment has increased from 26 to over 130 employees and the company
has received recent high profile media coverage in publications including TIME
Magazine, Fortune Magazine, The Washington Post, U.S. Medicine and Vaccine
Weekly.

    Firm of the Year: Welocalize, Inc.
    Welocalize has helped shape the technology standards governing the
computer software translation industry.  Welocalize has taken existing XML
technology and transformed it into a useful standard in defining translatable
segments in computer software.  These developments have made it easier for
their clients to translate their software applications.  For the past 3
consecutive years, Deloitte and Touche has ranked Wecolize one of the fastest
growing in Maryland in their annual "Fast 50." Revenue and profit growth
between 2002 and 2003 was 48% and 2,751% repectively.  The company signed
major new clients in 2003 including Intel, Microsoft and Nokia.

    IT Product of the Year: Qovia VoIP Monitoring and Management, Qovia, Inc.
    Qovia makes a series of tools for monitoring and managing Internet
Telephony systems.
    Qovia's products make Internet Telephony systems work better and make them
more economical to run on a day-to-day basis.  They save users of VoIP (Voice
over IP) telephone systems more than 50% of their long-term operational costs.
To date, Qovia has won Best in Show product at Internet Telephony 2003;
Product of the Year from Internet Telephony Magazine; and has been nominated
for a prestigious "Frost and Sullivan Product of the Year" award.  As a result
of these achievements, Qovia has grown from 2 people in 2002 to more than 40
people by late 2003 and is looking forward to further expansion in 2004.

contributions to the advancement of technology and market success," said Jeff
Oyer, CFO of TCM and Director of the TCM's Frederick County Network. "We were

Selecting the winners proved challenging because all of the submissions showed
merit, and each of the applicants should feel confident by their
accomplishments and innovations within the technology community."
    As a special highlight to the evening, the Linganore High School
Engineering Club showcased their robotics exhibit. TCM's Frederick County
Network wanted to recognize future engineers within Frederick County.
Established in 2000 under the direction of Mr. Matthew Lincoln, the
engineering club is involved in a number of activities, highlighted by their
annual participation in state and national robotics competitions.  Students
must maintain a 3.0 GPA to ensure participation in club activities and FIRST
(For Inspiration and Recognition of Science and Technology) competitions.
