Startech Environmental Completes Modifications and Upgrades of the Plasma Converter in Kumamoto, Japan

    WILTON, Conn., Feb. 25 /PRNewswire/ -- Startech Environmental Corporation,
a fully reporting company, announced today that it has successfully completed
the upgrades and modifications of the 5 ton-per-day Plasma Converter(TM) for
Mihama Inc. in Japan.  The performance of the modified system was successfully
demonstrated in continuous processing operations throughout February and
Mihama has signed the Certificate of Completion.
    Mr. Hama, President of Mihama, said, "We are absolutely delighted with the
performance of the system and it will support our aggressive sales and
marketing campaign in Japan and other Asian countries. The market for Startech
systems is great."
    Karl N. Hale, Startech VP of Engineering, said, "The $1,250,000 Mihama
contract completed the modification of the Plasma Converter that was formerly
owned and operated by the Eiko Systems Corporation.  That system, now owned by
Mihama, will be moved to Mihama's new facility near Kobe, Japan where it will
be used to safely and irreversibly destroy PCBs (polychlorinated byphenyls)
for commercialization.  As our Japan distributor, Mihama will also use the
system to support its Startech sales and marketing operations."

    About PCBs
    The World Wildlife Fund reports that, "PCBs interfere with many biological
functions, including the immune system, the nervous system and several
endocrine systems, and that fetuses appear to be particularly vulnerable to
these actions.  Chronic low level PCB exposures can cause liver damage,
reproductive abnormalities, immune suppression, neurological and endocrine
system disorders, retarded infant development, and stunted intellectual
function.
    Of the estimated 3.4 billion pounds of PCBs manufactured worldwide (not
including the PCBs in the former Soviet Union) by 1989, up to two-thirds
remain in use or in the environment."

    About the Japanese PCB program
    In 2001, the Japanese Ministry of the Environment reported that there are
about 270,000 high-voltage transformers and capacitors stored in Japan that
contain 70 percent of the PCB that was ever deployed in the country.  In
October 2002, the Ministry of the Environment notified various prefectures
that they have to develop plans and facilities to take care of the PCB-
containing products and maintain control of them until they are safely and
irreversibly destroyed.  The Ministry envisions establishing PCB Processing
facilities in approximately six areas in the country.  Mihama expects to play
a significant commercial role in Japan's PCB program.
