communication with the small business and agriculture sectors within the Fifth
Federal Reserve District. The Council has 12 members, two from each of the
six legal jurisdictions comprising the District (the District of Columbia,
Maryland, North Carolina, South Carolina, Virginia and most of West Virginia).
The Richmond Fed president appoints Council members for three-year terms with
eligibility for reappointment to a second three-year term.
The Council meets at least twice yearly to counsel the president and other
senior officers regarding the impact that monetary, banking and fiscal
policies have on small businesses, farmers, inner city economies and economic
opportunities in rural areas.
