Controller Distributes $236 Million in Lottery Funds to Schools

    SACRAMENTO, Calif., April 3 /PRNewswire/ -- State Controller
Kathleen Connell announced today the second quarter distribution of
$236 million to California school districts, educational institutions and
state agencies from the Lottery Education Fund.  This represents net income of
$225.0 million for the quarter ended December 31, 1999, and $11.0 million from
unclaimed on-line prizes, and $168,000 in accounts receivable withheld this
quarter.
    The apportionment for this quarter was calculated based on the fiscal year
1998-99 average daily attendance (ADA) figure of 7,562,451, as certified by
the various entities.  The current quarterly per capita amount of $31.23 is
based on the net revenue for this quarter of $236 million divided by the ADA
figure.  This represents a $1.54 per capita decrease from the last quarter's
apportionment.
    The breakdown of funds to the various educational entities is as follows:

    K-12                                $191,132,403.55
    Community Colleges                    31,063,534.00
    California State University            8,556,463.40
    University of California               5,041,518.91
    Hastings College of Law                   35,796.65
    Dept. of Youth Authority                 187,292.11
    Dept. of Education -
     State Special Schools                    36,952.39

    Total                               $236,053,961.01

    The Lottery apportionment is made throughout the year based on the prior
year's ADA figures.  In the first quarter a recalculation of the apportionment
is done to reflect the apportionment based on the actual prior year's ADA.
For the second quarter, $99,987.00 was withheld from the Department of
Developmental Services and $63,253.25 from the Department of Mental Health.
    Funds for the K-12 and Community Colleges are sent to the County
Treasurer's Offices where they are deposited into accounts administered by the
County Superintendents of Schools.  The Superintendents make the allocations
to the individual school districts.  Funds for the University of California
and Hastings College of the Law are sent directly to those institutions.
    Funds earmarked for the California State University, Department of the
Youth Authority, Department of Education - State Special Schools, Department
of Developmental Services and the Department of Mental Health are deposited
directly into their state accounts.
