INDIANAPOLIS, April 6 /PRNewswire/ -- Joyce M. Short, Director, Human
Resources Shared Services for the Defense Finance and Accounting Service was
named the 2005 Federal Agent of Change at the Accenture and MIT Digital Awards
ceremony during FOSE 2005 on April 5, 2005, in Washington, D.C.
The Agent of Change Award is presented by Accenture and the MIT Media
laboratory to a federal and a state/local government employee who demonstrates
creativity and initiative in the development or implementation of citizen- or
constituent-focused services and has inspired and motivated others to be high
performers in government transformation during the past year.
"Winners of the Accenture and MIT Digital Government Awards represent an
extraordinary group of results-driven organizations and individuals," said
Zack E. Gaddy, director of DFAS. "We're proud one of our DFAS team members
earned recognition for her innovation and leadership. Her efforts raise the

Short is DFAS's visionary and chief architect of the "HR to the Desktop,"
a strategic initiative to leverage the Web to deliver better quality and lower
cost personnel services. Over a two-year period, Short and her team designed,
developed and implemented a number of Human Resources portal applications
including individual development plans, personnel notifications, training
requests, self-serve support and personal training history.
They also built an HR data mart and a low cost usability lab and pioneered
use of six sigma and usability to reduce HR call center volume. These Web
products put formerly paper-based forms, workflows and libraries online.
Short's accomplishments have earned numerous awards, including third place in
Plumtree Portal's 2004 Killer Applications contest and Nielsen Norman Group's
Top 10 Best Government Intranets.
The sixth annual awards presentation recognized best practices in digital
government and higher education. MIT and Accenture presented awards in
federal, state and local government categories to honor best practices in
existing services. Awards were also presented for higher education, most
innovative pilot or prototype program, and an Agent of Change category that
recognizes outstanding individual contributions in both Federal and State
Government.
