Electric Lightwave Opens Silicon Valley Office, Interconnection with PAIX Improves Quality of Services

High Speed Data and Internet Access Services Now Available in San Jose Through
             Interconnection With the Palo Alto Internet Exchange

    VANCOUVER, Wash., April 8 /PRNewswire/ -- Electric Lightwave Inc.
(Nasdaq: ELIX), one of the nation's leading integrated communications
providers, today announced the addition of a new San Jose office in the heart
of Silicon Valley. The company provides data and Internet access services to
area businesses through the Palo Alto Internet Exchange (PAIX), a national
Network Access Point (NAP).
    "The Palo Alto interconnection enables us to provide fast and reliable
data and Internet access services on our own broadband network to Silicon
Valley businesses," said Jim Sturtevant, general manager for Electric
Lightwave. The new Silicon Valley office is the second in the Bay Area for
Electric Lightwave. The first office opened in San Francisco last year.
    The company's data point-of-presence (POP) located at the PAIX, provides
access to Electric Lightwave's high speed OC-12 asynchronous transfer mode
(ATM) nationwide data network for Internet privately peered backbone, ATM and
frame relay data services.
    In addition, a separate Electric Lightwave network facility located in
Santa Clara will be a termination/connection point for the company's long haul
network, currently under construction, which routes through the Bay Area.
    Data services now available through the company's Silicon Valley office
include point-to-point private lines, dedicated Internet access, TLS
(Transparent LAN Services), frame relay, ATM and RSVP (Remote Systems Virtual
Portal), a remote Internet access dialup service.

Internet services for the Bay Area's burgeoning business market," said
