Enables NRC to Speed Service to Customers and Comply With Government Paperwork
Elimination Act
RSA(R) CONFERENCE, SAN FRANCISCO, April 11 /PRNewswire/ --
VeriSign, Inc. (Nasdaq: VRSN), the leading provider of Internet trust
services, today announced that the U.S. Nuclear Regulatory Commission (NRC)
has selected VeriSign's managed digital certificate services to create a
secure e-filing system for conducting official agency business. The system
enables NRC nuclear reactor licensees and other customers to digitally sign
and securely submit regulatory documents over the Internet to the NRC, and
will also help NRC be among the first Federal agencies to comply with the
Government Paperwork Elimination Act (GPEA). GPEA requires that all
Executive-branch Federal agencies makes their forms available online and
accept them online with appropriate electronic signatures by October 2003.
"This e-filing solution has helped us migrate our business processes
online to deliver faster and more cost-effective services to our licensees,"
said John Skoczlas, the EIE (Electronic Information Exchange) Project Manager,
NRC. "VeriSign's managed digital certificate service was easy to deploy and
provides us control over issuing certificates to our customers without having
to build and maintain an expensive infrastructure. As stated in the NRC's
Vision Statement, NRC's actions should be such that the public, those it
regulates, and other stakeholders in the national and international nuclear
community have the utmost respect for and confidence in the NRC."
The NRC's e-filing system uses VeriSign's managed digital certificate
services in conjunction with the Internet Commerce System(TM) from PureEdge
Solutions to implement the secure online filing capability. Internet Commerce
System enables filers to use a master XML cover form to attach virtually any
type of document, digitally sign both the cover form and the attached document
and securely submit them via the Internet to an NRC web server protected with
a VeriSign web server digital certificate. Using the filer's digital
certificate, the NRC can authenticate the identity of the sender and ensure
that the documents have not been changed. The unique XML document format
provided by PureEdge ensures that not only the submitted data cannot be
tampered with, but the entire document's presentation and structure as well.
Overall the process provided by VeriSign and PureEdge provides the necessary
security to assure both the NRC and its filers that sensitive documents can be
securely filed over the Internet.
"With the capability to digitally sign their electronic submissions, NRC
licensees can ease their workflow and speed up their filing process without
compromising security," said Nicholas Piazzola, vice president of Government
Markets for VeriSign. "By distributing digital certificates to nuclear
reactor licensees and other key customers, the NRC becomes one of the first
Federal Agencies to implement a secure e-filing solution to meet GPEA
requirements."
VeriSign's managed digital certificate services provide maximum
flexibility, performance, and scalability with the highest availability and
security. Customers can cost-effectively establish a customized public key
infrastructure (PKI) for issuing digital certificates throughout their
enterprise without the expense of designing, staffing and maintaining their
own infrastructure. Powered by VeriSign's robust, high-availability
certificate processing services, the solution enables faster deployment and
lower operating costs while providing an open standards-based platform provide
enterprises with full control over the digital certificate authentication,
issuance and lifecycle management process.
