PromulGate(TM) Technology Allows Dialup Internet Users
To Access Information While Signing on to the World Wide Web
DENVER, April 17 /PRNewswire/ -- RMI.NET, Inc. (Nasdaq: RMII), a national
e-commerce and connectivity company, and The DelFin Project(TM), Inc.
announced today a partnership in which RMI.NET will be the first commerce
service provider (CSP) to license DelFin's patented "latent-time" technology,
which provides dialup consumers with information as they access the World Wide
Web.

Currently, dialup Internet consumers face up to 45 seconds or more of
"down time" while their connections are confirmed and completed to the
Internet. Through DelFin's PromulGate(TM) technology, RMI.NET will offer its
customers information or a standardized start page within seconds of starting
the log-on process.
This technology will allow dialup consumers to better use their time by
providing them with virtually immediate access to news, weather reports, stock
quotes, sports highlights, targeted advertising or other information as they
log on.

message desired. This technology helps to better personalize the online
experience for consumers.
The technology does not slow down the log-on process, and it already has
passed rigorous performance testing and user experience evaluation by ZDTag,
the Ziff-Davis Testing and Analysis Group. Consumers can quickly move on to
other areas of interest away from the PromulGate message once their log-on has
been completed.
RMI.NET is integrating PromulGate technology into its AdAdapt(TM)
web-based advertising application service, and with PrivaSeek Inc.'s
Persona(TM), a "first-to-market" solution that allows business and residential
consumers to control the content they receive from Internet. All of the
technology is designed to allow the end-use better control over their Internet
