Running on Empty? Water Shortages Prompt Consideration Of Market-Based Reforms

    RICHMOND, Va., April 18 /PRNewswire/ -- Water knows no boundaries, except
when it becomes a scarce commodity.  Drought conditions in much of the Fifth
