James R. Moxley, Jr., Chairman of The Columbia Bank, Named `Business Person Of The Year'

    COLUMBIA, Md., September 30, 1997 -- James R. Moxley, Jr., Chairman of The
Columbia Bank and the founder of Security Development Corporation, has been
named the "Business Person of the Year," by the Howard County Chamber of
Commerce. Mr. Moxley is a local land developer and acts as a real estate
advisor for commercial and residential sites throughout the Howard County
area. He developed Howard County's first shopping center in 1958 and is
responsible for the development and sale of more than 4400 residential
building lots. Mr. Moxley has also developed a variety of commercial office
buildings, retail centers and industrial parks in the Corridor.

He is Chairman of The Columbia Bank, and has been an active member of the
management team that has helped build the network of 14 of fices. The Bank
currently has the third largest market share in Howard County. Mr. Moxley is
the second executive of The Columbia Bank to be honored as its "Business
Person of the Year," within the past three years. In 1995, Robert W. Locke,
Senior Vice President of Business Banking, received this prestigious award.
The Howard County Chamber of Commerce annually presents awards to outstanding
business persons. Award recipients are chosen from nominations submitted by
the Howard County business community and are based on the person's dedication,
participation and involvement in Howard County events and organizations, and
their contributions to the business community as a whole.
