SYRACUSE, N.Y., Jan. 28 /PRNewswire/ -- The Federal Aviation
Administration (FAA) has begun controlling arriving and departing air traffic
at the Syracuse Hancock International Airport using new Raytheon Company
(NYSE: RTNA, RTNB) developed air traffic controller workstations. Syracuse is
the second key site of 173 in a planned FAA terminal area air traffic control
(ATC) system and display modernization effort known as the Standard Terminal
Automation Replacement System (STARS). These new high-resolution color
displays and computer systems are the first element of a phased strategy to
deploy this new, state-of-the-art ATC system to all terminal ATC facilities
throughout the National Airspace System (NAS).
Syracuse joins El Paso, Texas, as one of the first two STARS systems to go
operational in the country. The El Paso STARS displays went operational last
year on Dec.10. The successful integration and test of the STARS displays and
emergency back up system, known as the STARS Early Display Configuration
(EDC), with the existing automation system at these two key sites, is the
first step in transitioning to the new STARS system.
"Operational capability of the STARS EDC at Syracuse and earlier at El
Paso is a critical first step in modernizing the FAA's terminal area ATC
facilities throughout the National Airspace System," said Bob Eckel, vice
president and manager of Raytheon's Domestic Air Traffic Control Programs.
"The STARS EDC provides a platform for a smooth transition to the full STARS
system deployment."
Once STARS completes development, it will provide ATC automation for any
size facility. Major advantages of the STARS system include new high-
resolution color displays that are 30 percent larger than the displays they
replace. STARS provides a high reliability, open architecture design with
significant built-in growth capability allowing for easy and rapid
incorporation of new data processing enhancements and new technologies planned
for the terminal area.
In parallel with FAA installations, Raytheon, the FAA and the Department
of Defense (DoD) have recently completed operational testing of a baseline
full service STARS system at Eglin AFB, Fla. DoD intends to implement the
baseline full service STARS replacing aging equipment at DoD sites. Live
operation of the STARS at Eglin AFB is planned to begin in the Spring of 2000.
In addition, DoD recently completed operational testing of the new Raytheon
ASR-11 digital airport surveillance radar installed at Eglin AFB that will
provide the primary surveillance sensor for the new STARS at the air base.
STARS is a joint procurement for the FAA and DoD. Raytheon is under contract
to develop and install STARS at 173 FAA terminal area control facilities and
199 military radar approach control facilities and associated ATC towers over
the next decade.
