Pac-West Telecomm Receives Certification to Operate as a Competitive Telecommunications Provider in Utah

    STOCKTON, Calif., May 31 /PRNewswire/ -- Pac-West Telecomm, Inc.
(Nasdaq: PACW), a rapidly growing provider of integrated communications
services to Internet service providers and business customers in the western
U.S., today announced it has received a Certificate of Convenience and
Necessity ("CPCN"), authorizing it to provide local and interexchange services
and other public telecommunications services, including facilities-based and
resold services, within the current territory of U S West Communications, Inc.
in the state of Utah.
    Pac-West is rapidly expanding throughout the western U.S. and expects to
have operations in ten western states by the end of 2000.  Pac-West is
currently certified and operating in California, Nevada, and Washington, and
has received certification to operate in Utah, Arizona, Colorado, Idaho,
Montana, Oregon, and Texas.  The company utilizes a "smart-build" network
strategy to expand into new markets, building and owning the intelligent
components of its network while leasing transport lines from other carriers.
