Statement of Chief LeRoy Howard, Seneca-Cayuga Tribe, Regarding Announcement of Agreement Between New York State and the Cayuga Nation on Cayuga Indian Land Claim

    NEW YORK, June 10 /PRNewswire/ -- In 2001, the Seneca-Cayuga Tribe and the
Cayuga Indian Nation, as co-plaintiffs, were awarded $247.9 million dollars in
damages for the loss of use of their reservation land from 1789 forward.
    For the past several weeks, the Seneca-Cayuga Tribe has been involved in
negotiations with the State of New York to settle its Land Claim and pending
litigation in the Northern District of New York in Syracuse.  The Tribe has
been encouraged that the State of New York has finally recognized the
Seneca-Cayuga Tribe and has begun negotiations with the Tribe.  Unfortunately,
this negotiation period started substantially later in time than the State's
negotiations with the New York Cayugas.  The Tribe has not been afforded a
sufficient length of time to consider the terms of the State's offer and their
far-reaching ramifications.  The Tribe is working diligently to this end.  The
Seneca Cayuga are committed to continuing to negotiate in good faith with the
State in an effort to resolve all pending issues.
    The Tribe still maintains the position that because they are joint
plaintiffs with the New York Cayugas, the land claim case cannot be settled
without the consent of the Seneca-Cayuga Tribe.
