TUCSON, Ariz., June 16 /PRNewswire/ -- James B. "Jim" Smith has joined
Raytheon Missile Systems as vice president of Precision Engagement, a Raytheon
Company strategic business area (SBA) that draws upon the capabilities of the
entire company. Smith will report to Louise L. Francesconi, Missile Systems'
president who is responsible for the company's Precision Engagement efforts.
Precision Engagement is the ability to locate, discern and track
objectives or targets; to employ the best systems available to achieve the
desired effects; to assess results; and to reengage with decisive speed and
overwhelming operational tempo as required. Precision Engagement is effects-
based engagement, relevant to all types of operations.
Operating from Raytheon offices in Tucson and Arlington, Va., Smith will
work with the Raytheon businesses to establish and lead the Precision
Engagement SBA. His responsibilities will include understanding and defining
warfighter needs, developing and assessing potential total solutions, and
marketing those solutions within the service and acquisition customer
communities.
The Precision Engagement SBA is one of Raytheon's four strategic business
areas. The others are Missile Defense, Homeland Security, and Intelligence,
Surveillance and Reconnaissance. Initiated in 2002, the four SBAs enable
Raytheon to align itself more closely with its customers, position the company
for growth, and facilitate greater agility and speed in responding to customer
needs.
Prior to joining Raytheon, Smith was director of Navy C2 programs,
Lockheed Martin Mission Systems. He retired from the U.S. Air Force as a
brigadier general and served as Commander, Joint Warfighting Center, U.S.
Joint Forces Command, Joint Training Analysis and Simulation Center. He was
responsible for managing the joint force exercise and training development
program and the modeling, simulation and deploying of solutions that
demonstrated high probability of operational success. His previous
assignments included Commander, 18th Wing; Vice Director for Operations,
Headquarters North American Aerospace Defense Command; Commander, 325th
Operations Group; and CSAF Chair, National War College. He obtained Command
Pilot flight rating with approximately 4,000 flight hours.
Smith is a graduate of the U.S. Air Force Academy with a bachelor's degree
in military history; he has a master's degree in history from Indiana
University.
