Former Special Advisor on Iraqi WMD to the Director of Central Intelligence
to Speak at GOVSEC, The Government Security Expo and Conference,
                      Washington, D.C., July 28-29, 2004

ALEXANDRIA, Va., July 13 /PRNewswire/ -- Dr. David Kay, the former Special
Advisor on Iraqi Weapons of Mass Destruction to the Director of Central
Intelligence, will speak on "The New Threats to U.S. Security: Can We Meet
Them?" at GOVSEC, The Government Security Expo and Conference, being held at
the Washington Convention Center July 28-29, 2004, in Washington, D.C. In an
illuminating critique of the intelligence community, Dr. Kay will outline how
the current United States intelligence-gathering system may not be meeting
threats to national security. Attendees will get the inside story about how
the current system failed in regards to foreign policy in Iraq, and may be
failing the country right now.
Kay will speak on Wednesday, July 28, 2004, from 1:00-2:00 p.m. in a joint
session addressing attendees of GOVSEC and two related conferences, the U.S.
Law Enforcement Conference and Exposition (U.S. LAW), and READY!, The
Emergency Preparedness and Response Conference and Exposition.
From June 2003 to January 2004, Dr. Kay directed the Iraqi Survey Group
that was charged with finding Iraq's Weapons of Mass Destruction (WMD)
following Operation Iraqi Freedom. In this capacity, Dr. Kay led numerous
government inspections into Iraq to determine the country's nuclear weapons
production capability. He reported his findings to the U.S. Congress early in
2004, concluding that he and his inspectors had found no evidence of chemical
or biological weapons. Since resigning from his position as special advisor,
Kay has discussed his experiences and shared his thoughts on current
intelligence gathering strategies.
Prior to his appointment in 2003, Kay led the analysis of the Iraqi
nuclear program and its implications for non-proliferation and arms control
activities in 1991. During this time, he spent four days as a hostage of
former Iraqi leader Saddam Hussein when he and other inspectors refused to
surrender incriminating documents they had seized.
"I am honored to be jointly addressing the attendees of GOVSEC, U.S. LAW,
and READY!," said Dr. Kay. "Bringing together these three communities is so
vital to our country's safety -- and is timely and important. This combined
audience of government security professionals, law enforcement officials,
emergency managers, and first responders needs to work together to address the
evolving security challenges facing this nation."
In its third year, GOVSEC has become the leading national forum for
federal, state, and local government professionals responsible for physical,
information and cyber security. The conference includes twenty sessions
presented by security veterans; who will discuss diverse concerns for
government security professionals, including the challenges of secure
information-sharing, which departments are meeting their security objectives,
the role of the Chief Security Officer, and current case studies from the
security frontline.
GOVSEC also provides physical and information security professionals
across government and industry with a focused opportunity to share strategies,
form collaborative networks, and learn about current security products and
services for government practitioners. The GOVSEC Exposition features the
newest and most innovative products and services from hundreds of industry-
leading vendors. New for 2004, GOVSEC IT, a pavilion located in the
Exposition, will focus on information technology security tools and
strategies.
In its second year, U.S. LAW addresses national requirements for
interagency communication and technological innovation in the law enforcement
community. Sixteen sessions examine priority topics for law enforcement
professionals, including; terrorism, street drugs, electronic crime scenes,
wireless and mobile identification, voice analysis and other tools required by
officers in the post 9/11 environment.
New for 2004, READY!, The Emergency Preparedness and Response Conference
and Exposition concentrates on the key areas of emergency response and
homeland security -- preparation, prevention, response, and recovery. READY!
is an ideal discussion forum for emergency planners and first responders
throughout the public sector to address the Department of Homeland Security's
National Response Plan (NRP) and National Incident Management System (NIMS).
These recently established initiatives prescribe emergency response protocols
for federal, state, and local governments in their efforts to manage natural
and manmade disasters.
In addition to Dr. Kay's keynote address, Asa Hutchinson, Under Secretary
for Border and Transportation Security for the U.S. Department of Homeland
Security, will provide the final keynote address on Thursday, July 29 from
1:00-2:00 p.m.
