LEOPARD Challenge Coming to Washington, D.C. July 28-29, 2004

      Law Enforcement Officer Performance and Reaction Drill Competition
              at U.S. Law Enforcement Conference and Exposition

    ALEXANDRIA, Va., July 15 /PRNewswire/ -- The Law Enforcement Officer
Performance and Reaction Drill, also known as the LEOPARD Challenge, will be
held July 28 and 29, 2004 in Washington, D.C. at the U.S. Law Enforcement
Conference and Exposition (U.S. LAW).  The LEOPARD Challenge -- which
highlights and tests essential functions, abilities, and skills of law
enforcement professionals -- is an obstacle course where participants race
against the clock and each other to sequentially navigate linked policing
tasks such as shooting, handcuffing a perpetrator, and more.
    The LEOPARD Challenge will be held in Hall C of the Washington Convention
Center, from 10:00 a.m. until 3:00 p.m. on Wednesday, July 28th and from 10:00
a.m. to 12:00 p.m. on Thursday, July 29th.  The LEOPARD Challenge is open to
all U.S. LAW, GOVSEC and READY attendees, the cost to run the obstacle course
is $15 per person.
    The LEOPARD Tour, now in its second year, conducts annual qualifying
competitions across the U.S. and Canada that lead to a championship event,
televised by ESPN in October, 2004. Any competitor who finishes the obstacle
course under ninety (90) seconds will be awarded the Gold LEOPARD 90 second-
Club uniform pin. Anyone who completes the course between ninety-one seconds
and two-minutes fifteen seconds will be inducted into and awarded the Silver
LEOPARD Club uniform pin. First through third place finishers will win a free
pair of Original SWAT boots.  More information is available online at

    The LEOPARD Challenge will be held in conjunction with U.S. LAW.  U.S. LAW
addresses national requirements for improving interagency communications and
technological innovation throughout the law enforcement community.  The event
focuses on the demands of the law enforcement community, helps identify
resources available to them, provides professional development opportunities,
and examines how today's political climate is affecting federal, state, and
local law enforcement.
    The U.S. LAW conference program includes sixteen sessions that examine
priority topics for law enforcement professionals across government, including
terrorism, street drugs, electronic crime scenes, wireless and mobile
identification, voice analysis techniques, and other options to support
officers in the post 9/11/01 environment.  In addition, more than 150
exhibitors will display the latest equipment, technology, and critical
services, allowing attendees access to hands-on demonstrations and up-to-date
information on bomb disposal, chemical warfare equipment, criminal
investigative supplies, forensic investigative equipment, invisible detection
materials, and more.
    U.S. LAW will be co-located with both GOVSEC, The Government Security Expo
and Conference and READY!, The Emergency Preparedness and Response Conference
and Exposition.  These three events combine to provide attendees from these
diverse, yet related groups with the opportunity to discuss the latest
management strategies, technologies, and policies that impact their operating
environments.
    GOVSEC provides physical and information security professionals across
government and industry with a focused opportunity to share strategies, form
collaborative networks, and learn about current security products and services
for government practitioners.  New for 2004, GOVSEC IT, a pavilion area
location in the Exposition, will focus on information technology security
tools and strategies.
    READY! concentrates on the key areas of emergency response and homeland
security -- preparation, prevention, response and recovery.  READY! has become
a platform for discussion of the Department of Homeland Security's National
Response Plan (NRP) and National Incident Management System (NIMS), which
recently established emergency response protocols for federal, state, and
local governments to follow in the event of natural and manmade disasters.
    Dr. David Kay, the former Special Advisor on Iraqi Weapons of Mass
Destruction to the Director of Central Intelligence, will give the opening
keynote address on Wednesday, July 28, from 1:00-2:00 p.m. in a joint session
of GOVSEC, U.S. LAW, and READY!.  Asa Hutchinson, Under Secretary for Border
and Transportation Security, U.S. Department of Homeland Security will give
the closing keynote address on Thursday, July 29, from 1:00-2:00 p.m.  Colonel
Edward Badolato, USMC (Ret), Former Deputy Secretary of Energy will speak to
conference attendees during a luncheon presentation at noon on Wednesday, July
28.
    On Wednesday July 28 at 2 p.m., the National Terrorism Preparedness
Institute of St. Petersburg College will present Live Response: "Coordination
of Intelligence Collection," a 60-minute discussion of how to collect and
share intelligence information for improving homeland security.  This session
will be broadcast from the GOVSEC Exposition Hall.  GOVSEC's Title Sponsor is

    In addition, the InterAgency Board for Equipment Standardization and
InterOperability (IAB) will host its annual meeting on July 27, in conjunction
