Following Release of 'The 9-11 Commission Report,' GOVSEC Provides National Discussion Forum on Homeland Security Issues

             GOVSEC, The Government Security Expo and Conference,
              to Be Held This Week at the Washington Convention
                  Center, Washington D.C., July 28-29, 2004

    WASHINGTON, July 27 /PRNewswire/ -- Less than one week after "The 9-11
Commission Report" revealed areas for improving U.S. Government preparedness
to meet terrorist threats; three co-located conferences addressing government
security, law enforcement, and first response will bring together thousands of
government and industry professionals in Washington D.C.  Among the topics to
be covered are discussions addressing the intelligence challenges and range of
proposed solutions outlined in "The 9-11 Commission Report."
    GOVSEC, The Government Security Expo and Conference; U.S. LAW, the U.S.
Law Enforcement Conference and Exposition; and READY!, The Emergency
Preparedness and Response Conference and Exposition will be held concurrently
July 28-29, 2004 at the Washington Convention Center, Washington, D.C.  These
collocated events are designed to foster collaboration among government
security, law enforcement, and emergency management professionals who are
jointly responsible for national security and public safety.
    Dr. David Kay, former Special Advisor on Iraqi WMD to the Director of
Central Intelligence, will present the opening keynote, "The New Threats to
U.S. Security: Can We Meet Them?", at 1:00 p.m. on Wednesday July 28, in a
joint session of GOVSEC, U.S. LAW, and READY!.  Asa Hutchinson, Under
Secretary for Border and Transportation Security with the U.S. Department of
Homeland Security, will deliver the closing keynote at 1:00 p.m. on Thursday,
July 29.
    Less than one week after "The 9-11 Commission Report" chronicled failings
of the CIA, FBI, and other intelligence agencies to track activities of the
September 11th hijackers and their conspirators, Dr. Kay's illuminating
critique will outline how the current U.S. intelligence-gathering system may
not be meeting threats to national security.  He also will provide attendees
with his views about how this system failed vis-a-vis foreign policy in Iraq,
and may be failing the country now.
    From June 2003 to January 2004, Dr. Kay directed the Iraqi Survey Group
that was charged with finding Iraq's Weapons of Mass Destruction (WMD)
following Operation Iraqi Freedom.  In this capacity, Dr. Kay led numerous
government inspections into Iraq to determine the country's nuclear weapons
production capability.  He reported his findings to the U.S. Congress early in
2004, concluding that he and his inspectors found no evidence of chemical or
biological weapons.  Since resigning his position as special advisor, Kay has
discussed his experiences and shared his thoughts on current intelligence-
gathering strategies.
    GOVSEC, U.S. LAW, and READY! conference sessions address not only the U.S.
intelligence community activities, but also cover steps every American can
take to combat terrorism on the domestic front.  In a luncheon session at noon
on Wednesday July 28, immediately preceding Dr. Kay's keynote address, Colonel
Edward Badolato, USMC (Ret) will present "Taking the Terror Out of Terrorism:
A Blueprint for Defeating Terrorism."  He will discuss how and why changes
must be made to prevent future attacks, basic vulnerabilities of terrorist
groups, and how we must collaborate to design a national strategy for more
effective homeland security to defeat terrorism in our own neighborhoods.
Colonel Badolato, a member of the GOVSEC Advisory Board, served former
Presidents Reagan and Bush as Deputy Secretary of Energy, with a specific
focus on counterterrorism.
    In addition to keynote and luncheon presentations, GOVSEC, U.S. LAW, and
READY! conference attendees can participate in more than fifty educational
sessions.  GOVSEC sessions include those addressing physical security
management and technology, information technology security management, and
information sharing.  U.S. LAW conference sessions will address law
enforcement leadership and management, terrorism, current technology, criminal
investigations, and available grants and funding resources.  The READY!
conference program includes sessions addressing preparedness, strategic
management and interoperability, as well as targeted grants and resources.  Of
particular interest for the READY! program is discussion of the National
Incident Management System (NIMS) and the National Response Plan (NRP),
established in March, 2004 by the Department of Homeland Security as a
national emergency response strategy for federal, state and local government
officials  to follow in the wake of a disaster.
    Finally, more than 500 companies will showcase the latest products
available for government security, law enforcement, and emergency preparedness

Exposition, will focus on information technology security tools and
strategies.
