C. R. "Bob" Devine To Retire
HOUSTON, July 28 /PRNewswire/ -- KCS Energy, Inc. (NYSE: KCS) today
announced the appointment of Charles W. Latch, 53, to the position of
President of its KCS Resources, Inc. subsidiary, effective August 4, 1998.
Mr. Latch, a Registered Petroleum Engineer, has 27 years' experience in oil
and natural gas drilling, operations and management primarily at Union Texas
Petroleum Corporation. He will be responsible for the Company's Gulf Coast
business unit, encompassing properties in South Texas, South Louisiana and the
offshore Gulf of Mexico and will report to William N. Hahne, KCS Energy Senior
Vice President and Chief Operating Officer. Mr. Latch succeeds C.R. "Bob"
Devine in this position. Mr. Devine, who has also served as Vice President of
KCS Energy, plans to retire next month.
Commenting on the appointment, KCS Energy President and Chief Executive
Officer James W. Christmas said, "The Gulf Coast region continues to be a key
growth area for KCS. The anticipated level of exploration projects and
acquisitions in this area, along with our VPP program, provide significant
growth opportunities for KCS. The Company has budgeted $35 million in 1998
for development and exploratory drilling activities in the region, with
emphasis in the Langham Creek Area. We are extremely pleased to have Charles
join the KCS organization at this stage of our growth."
Most recently Executive Vice President of Union Texas Petroleum Venezuela
Limited, Mr. Latch managed the team that established the company as a first-
time operator in that country. As President of Union Texas Pakistan, he was
responsible for the successful exploration and development program in that
country. As Director of Worldwide Drilling in Houston, Texas, he coordinated
engineering and drilling requirements associated with onshore and offshore
wells in Europe, Indonesia, Argentina and Pakistan. Mr. Latch has also held
increasingly responsible operations and management positions in the onshore
United States.

agreed to continue his relationship with KCS in a consulting role. Bob's
primary role with KCS will be to assist in identifying and negotiating
property acquisitions. Bob has been an invaluable asset to me and to KCS for
many years. He has decided to continue his career as an independent and we
are fortunate that he will be available to us as a consultant," Mr. Christmas
said.
Charles Latch is a graduate of Texas Tech University. He will be located
in KCS' Houston, Texas, office.
