Statement of The Bond Market Association Regarding Trading Hours for the Balance of August 15, 2003

    NEW YORK, Aug. 15 /PRNewswire/ -- The Bond Market Association reports that
the bond markets opened normally this morning and trading is being conducted
in an orderly fashion. All critical infrastructure, including clearance and
settlement, is functioning normally.
    However, The Bond Market Association recognizes that ongoing critical
transportation infrastructure issues create significant problems for the
employees in the marketplace. Therefore, the Association recommends an early
close at 2pm eastern US time which corresponds with a normal holiday early
close.
    Irrespective of this early close recommendation, settlement will occur in
the regular way and the recommendation does not affect the closing time for
such settlements.
    The Association's recommended early closes are recommendations only; each
member firm should decide for itself whether its fixed income departments
remain open for trading.
    The Bond Market Association, with offices in New York, Washington, D.C.
and Europe (London), represents securities firms and banks that underwrite,
trade and sell debt securities in the U.S. and globally.
