HOUSTON, Aug. 16 /PRNewswire/ -- Ocean Energy, Inc. (NYSE: OEI) announced
today that Winston M. Talbert has been appointed vice president and treasurer.

Talbert joined Ocean Energy in 1999 as assistant treasurer responsible for
managing all areas of corporate finance for the company. Prior to Ocean,
Talbert was assistant treasurer for PennzEnergy Company, the successor
exploration and production company to Pennzoil Company. He served as manager,
international finance for Pennzoil Company prior to the reorganization.
Talbert has held various managerial positions in the areas of corporate
development and finance for Brown & Root/Halliburton, Destec Europe SA and
Destec Energy.
Talbert graduated from Southern Methodist University with a Bachelor of
Business Administration degree and holds a Masters of Business Administration
from Emory University.
