        - Oxford Rated #1 in CareData Study for 6th Consecutive Year -

NORWALK, Conn., Aug. 31 /PRNewswire/ -- Oxford Health Plans' New Jersey
point-of-service (POS) plan ranked number one among POS plans of New Jersey's
leading managed care companies for the second consecutive year. The
Commercial Health Plan Survey, conducted by Caredata.com Consumer Research
(formerly CareData Reports, Inc.), an independent research firm, compared
plans based upon their rankings in 12 categories ranging from "best overall
plan" to "quality of medical care."
The findings were based upon a survey of employer groups in New Jersey,
accounting for more than 2,800 employee responses, conducted in May through
August 1999. Oxford's New Jersey point-of-service (POS) plan outranked Aetna
U.S. Healthcare POS, Horizon (BC/BS) POS and Prudential POS.
"Oxford will continue working to enhance our relationships with our
doctors, specialists and hospitals to ensure that our members have access to
quality, affordable health care in the areas we serve," said Dr. Alan Muney,
chief medical officer of Oxford Health Plans. "We are optimistic that our
members will see even greater levels of quality care and service as we move
forward."
Oxford's Freedom Plan POS ranked number one in the following categories:
    -- Overall satisfaction with plan
    -- Specialists
    -- Primary care physicians
    -- Customer service/plan administration
    -- Concern shown for well-being
    -- Hospital quality

Oxford has received number one rankings from Caredata.com for six
consecutive years. Caredata.com conducted its survey of New Jersey plans in
1995, 1997 and 1999. Oxford's New Jersey HMO ranked number one in the two
surveys conducted in that state in 1995 and 1997, while its POS also ranked
highest in 1997. Oxford's New York POS took the number one position in 1994,
1996 and 1998, and the New York HMO in 1996.
