New Zogby International Poll, dated Monday, August 30, 2004, reveals half
(49.3%) of New York City residents and 41% of New York citizens overall say
that "some of our leaders knew in advance that attacks were planned on or
around September 11, 2001, and that they consciously failed to act." Sixty-
six percent call for a new probe of unanswered questions by Congress or New

The poll is the first in America that surveys attitudes regarding US
government complicity in the 9/11 tragedy. Despite the acute legal and
political implications of this accusation, nearly 30% of registered
Republicans and over 38% of those describing themselves as "very conservative"
supported the claim.

Sept. 11: How did it happen? How is it that the $35 -$55 Billion U.S.
National Defense budget failed to prevent the Sept. 11, 2001 tragedy?
The answer lies in actions taken by the Bush administration prior to
Sept. 11, 2001.
In the year before September 11, 2001, U.S. Fighter Interceptors, in
conjunction with FAA and NORAD procedures, were dispatched 67 times to check
on U.S. Commercial aircraft in U.S. airspace. All U.S. Field Commanders could
order Fighter Interceptors.
In June 2001, the Bush administration changed these procedures. On
September 11, 2001, only three people in the United States could order U.S.
Fighters to Intercept Commercial Aircraft: George Bush, Richard Cheney and
Donald Rumsfeld.
They all failed to act.
The day after September 11, 2001, the FAA and NORAD were back to their
pre-Sept. 11 operational instructions.
