    NEW YORK, Aug. 31 /PRNewswire/ -- The following are remarks by
Congresswoman Anne Northup, as prepared for delivery at the 2004 Republican
National Convention:

     Thank you and good evening fellow Republicans!

     We all recognize that a stable, loving family is one of the most
     important gifts a child can receive.

     In America, adoption has been an important part of building families --
     it's important for the parents and grandparents, it's important for the
     brothers and sisters, and yes, it's important for our adopted children.

     We also understand that some families have room in their homes, and they
     have room in their hearts to adopt -- but they may not have room in their
     bank accounts.

     President Bush understands this very well.

     That is why he and Congress lifted barriers and increased financial aid
     for families who want to adopt -- particularly those adopting special
     needs foster children.

     As an adoptive mother myself, I know the joys of adoption.
