    NEW YORK, Sept. 2 /PRNewswire/ -- The following are brief remarks by Flag
Officer(s) and an introduction of General Tommy Franks, as prepared for
delivery at the 2004 Republican National Convention:

    My fellow Americans,
    During my Marine Corps career, I have served nine Presidents -- from Harry
Truman  ... to President George Herbert Walker Bush.
    I know a Commander-in-Chief when I see one!
    A Commander-in-Chief must have calm resolve, clear purpose, and the
courage to make difficult decisions ...  And, then, he must stand by them --
the same way the troops in the field must hold their objective.
    My colleagues and I here tonight are not all Democrats or Republicans.
But, we are all Americans ... Americans whose highest mission in life has been
the defense of our country.
    And, each of us on this platform -- along with countless others --
including more than 250 retired Admirals and Generals, whose names you see on
the screen behind me -- stand united.
    United in the firm conviction that the best way to defend America today is
to stand behind our resolute Commander-in-Chief  ... and re-elect President
George W. Bush.
    Now, I am honored to introduce a recent addition to our group -- a highly
decorated and widely respected retired General, from the United States Army --
the former Commander of U.S. Central Command -- the man who led our forces to
victory in Afghanistan and Iraq  ... General Tommy Franks.
