establishment of a completely new web site, http://www.oss.net , dedicated to
creating and nurturing communities of interest among global intelligence
professionals.
"There are seven intelligence tribes within each Nation," Steele says.
"It is imperative, as we begin the very long process of creating a Smart
Nation in the aftermath of 9-11, that we not make the mistakes we made
earlier, focusing exclusively on the national intelligence tribe and its
obsession with very expensive and secret technical collection.
"The other tribes, apart from the predominantly civilian and bureaucratic
national intelligence tribe, are the military intelligence tribe, the law
enforcement intelligence tribe, the business or competitive intelligence
tribe, the academic tribe (specializing in structured open knowledge), the
media and non-governmental tribe (specializing in investigative research and
ground truth), and the religious intelligence tribe (the intelligence arms of
the various organized religions).
"The world has gotten too complex for any one organization or even any one
government to be successful in collecting, processing, analyzing, and acting
upon terrorist or other potentially catastrophic threats to our survival,
including threats of our own making. Therefore, we must migrate toward a new
form of national intelligence, one that harnesses the distributed intelligence
of the Whole Earth, and one that uses the Internet to link experts, sources,
tools, and policymakers at every level, in a secure and effective manner.
"To this end, we have established a new web site in Sweden dedicated to
helping the seven tribes of intelligence communicate with one another, cross-
fertilizing with respect to intelligence sources and methods. Our partner,

providers and together we will provide generic intelligence services to the
seven tribes.
