Fort Pitt Bridge and Tunnel Bid Process Explained

    PITTSBURGH, Dec. 13 /PRNewswire/ -- PENNDOT opened bids this morning for
southwestern Pennsylvania's largest rehabilitation project ever at Forum
Place, Harrisburg, finalizing the design phase of the Fort Pitt Bridge and
Tunnel project.
    Over the next 30 days, the bids will be reviewed before the contract is
officially awarded.
    The bid documents were scrutinized using the A plus B plus C plus D plus E
bidding process.  This process includes:

    (A) The contractor's bid,
    (B) The estimated days that the contractor will need to close the lower
         deck of the Fort Pitt Bridge,
    (C) The estimated days that the contractor will need to close the outbound
         lanes of the Fort Pitt Tunnel,
    (D) The contractor's estimated closure of the ramp from the Fort Pitt
         Bridge to I-376 (Parkway East), and
    (E) The estimated number of days the contractor will need to close I-376
         (Parkway East) to complete the repairs to the elevated roadway over
         the Monongahela Wharf.

    "Because all contractors are pre-qualified with PENNDOT, the bid focused
on the Trumbull Corporation's ability to meet project timelines," stated Ray
Hack, district engineer, PENNDOT.  "Since the timeline has been solidified, we
believe that there is a price tag on the inconveniences faced by motorists
during this project and intend to enforce fines if the project is not
completed according to that schedule."
    A penalty of $100,000 per day will be assessed to the Trumbull Corporation
if they do not reopen the bridge and tunnel to traffic on time.
    The bids, originally scheduled for opening December 6, were extended one
week to allow the three contractors additional time to finalize their bids.
    The 2002 project work will begin April 6, 2002 and finish August 31, 2002
and repair the outbound lanes of the Fort Pitt Bridge and Tunnel.  The
Trumbull Corporation is responsible for the inbound work beginning March 31,
2003 and completing August 30, 2003 as well.
    Bidding companies included:

    -- Dick Corporation             $88,588,732
    -- Brayman Construction        $101,424,448
