Fortis Health Reenters Kentucky Small Group Health Insurance Market

Insurance Commissioner's Office Approves Company's Small Group Products; Small
                   Businesses to Realize Increased Choices

    MILWAUKEE, Dec. 18 /PRNewswire/ -- Fortis Health, a national leading
provider of health insurance products, announced today that it has reentered
the Kentucky small group health insurance market, following recent approval of
its small group health insurance products by the Kentucky Department of
Insurance.  The first to offer Medical Savings Account (MSA) plans to small
groups in Kentucky, the company will also immediately begin offering Premium
Only Plans (POPs) and Health Reimbursement Account (HRA) plans underwritten by
Fortis Benefits Insurance Company).  In 2004, Health Savings Account (HSA)
plans will also be available.

    Fortis Health's small group products are available to small business
owners.  Fortis Health's small group products, underwritten by Fortis Benefits
Insurance Company, are marketed by Rogers Benefit Group (RBG).

    Fortis Health left the state in 1996 along with other insurance carriers
as a result of changes in state legislation.  Regulatory officials and
Kentucky legislators, working with Fortis Health and a small number of other
insurance carriers, were able to open the doors for reentry.  Fortis Insurance
Company reentered the market in February 2001 with its individual medical
insurance.
