Tollgrade's Broadband Triple-Play Test Technology Selected for Deployment in Two International Projects

    PITTSBURGH, Dec. 18 /PRNewswire-FirstCall/ -- Tollgrade Communications,
Inc. (Nasdaq: TLGD), a leader in the communications test and management
industry, announced today that it was awarded, through in-country
partnerships, two significant international projects to supply its multi-
layered testing solutions for country-wide networks.

    These awards follow extensive competitive technical reviews and include
a full suite of Tollgrade's DigiTest(R) test hardware and LoopCare(TM)
software for comprehensive testing of IP triple-play services in advanced
DSL access networks. The projects are expected to include upgrades to
Tollgrade's DigiTest EDGE(R) multi-layer broadband test system, as well as
new deployments of the DigiTest HUB(TM) next generation central office test
platform, and DigiTest ICE(TM) designed specifically for deep-fiber DSL
networks.
    Upon completion of the agreements for the commercial terms for these
projects, Tollgrade could begin to see the benefits from these awards
during the first half of 2007. Together, these project awards are estimated
to amount up to $14 million.

    Among the Tollgrade testing solutions being deployed in these projects:

     - Tollgrade's LoopCare Test Operations Support System (OSS) is a leading
       loop test and management system and is testing more than 160 million
       access lines worldwide.  Domestically, every Regional Bell Operating
       Company (RBOC) and many other leading local exchange carriers have
       chosen LoopCare for their loop testing.

     - The DigiTest EDGE Broadband Test Platform is intended for use in the
       evolving broadband network edge.  The currently deployed DigiTest EDGE
       is a powerful multi-layer test and management solution used to
       accurately qualify potential customers for broadband services, verify
       provisioning prior to service activation, and isolate multi-layered
       network faults.

     - The DigiTest HUB is designed to support multiple testing and assurance
       environments within the evolving central office.  As with DigiTest
       Edge, it addresses emerging broadband testing requirements, but also
       retains interfaces to legacy equipment.  This unique feature allows for
       a truly seamless migration from traditional to packet-based delivery of
       services, allowing service providers to continue automated, mass-market
       processes to cost-effectively maintain the level of quality consumers
       expect.

     - The DigiTest ICE, when generally available, will be Tollgrade's newest
       addition to the DigiTest product family.  It is a multi-layered
       broadband platform that will be optimized to test High-Speed Internet,
       VoIP and IPTV service at ultra-low-line-count DSLAM locations.
