Announces Plans to Triple Speed of Fiber Optic Network
VANCOUVER, Wash. March 23 /PRNewswire/ -- Electric Lightwave, Inc. (ELI)
(Nasdaq: ELIX), an integrated communications services provider, today
announced it ranked third out of 39 companies for "Best Internet Value" in a
national survey sponsored by Keynote Systems, Inc., and Boardwatch Magazine.
The quarterly ranking of Internet network providers measured ELI's
backbone speed at 4.7 seconds, an increase of 293% from the previous ranking

"We are pleased with the measurement results of Boardwatch and in our
increase in backbone speed," said Scott Hayes, ELI's Internet product manager.
"It says a tremendous amount about our engineering architecture. However, we
won't rest on our laurels and have planned an aggressive fiber-optic Internet
backbone upgrade to OC-3."
OC-3, or Optical Carrier, level three, is a SONET-based architecture that
will more than triple ELI's Internet backbone capacity from 4SMbs to 15SMbs
(155 bits per second.)
"Our new network upgrade to OC-3 would give us the ability to conceivably
transmit every annual report issued by the American Stock Exchange since
1921, from New York to Seattle, in a little over a minute," said Hayes.
Over the next six months, the upgrade of ELI's backbone links include the
addition of the ATM (Asynchronous Transfer Mode) protocol. This aggressive
implementation schedule will migrate ELI's backbone segments to support one of
the highest speeds available today for IP (Internet Protocol) transmission.
"The evolution of the Internet has proved it is a driver of networking

new public data network and our new OC-3 backbone will give ELI the
infrastructure it needs to continue to support a growth rate of more than 200
percent."
